In an exciting breakthrough, Habib Rafique Private Limited has presented a new initiative named Capital Smart Motors (CSM). This development came forward through an official agreement between HRL and a famous Chinese automaker brand, Geely Farizon.
The event was featured on the official Capital Smart City website under the title New Energy Vehicle Revolution by Capital Smart Motors. The vision behind this breakthrough is to bring electric and new energy vehicles (NEVs) to Pakistan and expand the Smart City’s vision from real estate to smart transportation.
The initiative combines clean energy, modern design, and advanced technology, which will bring smart living and sustainable transport in Pakistan.
A New Venture by HRL Group
Capital Smart Motors is a 125 Million USD-worth flagship initiative of HRL Engineering, partnered with the Chinese top automotive brand Geely Holding Group. HRL is the same real estate development company behind Capital Smart City and Lahore Smart City, which has already set a brand standard that remains unbeatable to date.
Now, with such an international-scale project, they aim to bring in foreign investments and lead the smart transportation system in Pakistan. The partnership also plans to start with CBU imports and later set up a CKD assembly plant near Lahore.
Although the CSM agreement was officially signed in January 2025, but the recent development came in the last quarter of 2025. During the event, officials from Geely Farizon and HRL Engineering shared their vision for building a strong NEV ecosystem in Pakistan.
Partnership with Geely Farizon
Geely Farizon, from Geely Holding Group (GHG), is one of China’s largest automotive manufacturers. GHG itself owns several global automotive brands and has a proven track record in electric mobility and innovation.
Primarily, the CSM project is planned to create smart transport solutions within smart cities. With the same goal, HRL and Geely Farizon aim to:

- Develop local EV assembly and technology transfer
- Support Pakistan’s shift toward clean energy mobility
Moreover, vehicles under brands like Riddara, JMEV, and Farizon are expected to be introduced soon, including electric pickups, light trucks, and compact EVs.
